Does the Holy Quran accept this saying that "the greatest part is the basis of the truth"?

Referring to the Holy Quran signifies that the Almighty God has never considered the greatest part as the basis and the criterion of right and truth; but He has reproved the greatest part for being against right during the history. Some of the verses in this regard are as follows:
1- ﴿وَإِنْ تُطِعْ أَکْثَرَ مَنْ فِي اْلأَرْضِ يُضِلُّوکَ عَنْ سَبيلِ اللهِ إِنْ يَتَّبِعُونَ إِلاَّ الظَّنَّ﴾And if you obey most of those in the earth, they will lead you astray from Allah's way; they follow but conjecture". [1]
2-﴿وَإِنَّ کَثِيراً لَيُضِلُّونَ بِأَهْوائِهِمْ بِغَيْرِ عِلْم﴾And most surely many would lead (people) astray by their low desires out of ignorance". [2]
3- ﴿وَما يَتَّبِعُ أَکْثَرُهُمْ إِلاّ ظَنّاً﴾"And most of them do not follow (anything) but conjecture". [3]
4- ﴿بَلْ جاءَهُمْ بِالْحَقِّ وَأَکْثَرُهُمْ لِلْحَقِّ کارِهُونَ، وَلَوِ اتَّبَعَ الْحَقُّ أَهْواءَهُمْ لَفَسَدَتِ السَّماواتُ وَاْلأَرْضُ وَمَنْ فيهِنَّ بَلْ أَتَيْناهُمْ بِذِکْرِهِمْ فَهُمْ عَنْ ذِکْرِهِمْ مُعْرِضُونَ﴾"Nay! He has brought them the truth, and most of them are averse from the truth*and should the truth follow their low desires, surely the heavens and the earth and all those who are therein would have perished. Nay! We have brought to them their reminder, but from their reminder they turn aside". [4]
5- ﴿وَما کانَ أَکْثَرُهُمْ مُؤْمِنينَ﴾"But most of them will not believe". [5]
6- ﴿وَقَليلٌ مِنْ عِبادِيَ الشَّکُور﴾"And very few of my servants are grateful". [6]
7- ﴿وَما أَکْثَرُ النّاسِ وَلَوْ حَرَصْتَ بِمُؤْمِنينَ﴾"And most men will not believe though you desire it eagerly". [7]
And other verses showing that the majority of people has never been the basis and the criterion of the right and will never be in the future; but most of the people have always been with false and few of them have been with faith, good deed and given thanks to God.
According to the above mentioned verses we can conclude that: Although it is relied on the vote of the greatest part to administer the modern societies, but it is necessary to know that this is a kind of compulsion and reaching a deadlock; because there is not any faultless law and method in a material society to take the decisions and approve the laws.
Therefore, many of scholars and scientists have admitted that the view of the greatest part is wrong in many cases but they have been compelled to accept it, because there is not any other way. Briefly it should be said that: "The greatest part is the solution not the truth". It is necessary to mention that we do not accept this solution about the appointment of Imam, because of believing in the text of God in this regard.
Any way people do not compel to follow the view of the greatest part for approving the laws in a society believing in the prophetic mission; because the programs and laws of the apostles have been revealed by the Almighty God Who is Wise and Aware of the benefits of servants so they are away from any fault and do not compare to those the fallible greatest part approves ,the Almighty God says:﴿إِنْ تُطِعْ أَکْثَرَ مَنْ فِي اْلأَرْضِ يُضِلُّوکَ عَنْ سَبيلِ اللهِ﴾"And if you obey most of those in the earth, they will lead you astray from Allah's way". [8]
In fact, the Holy Quran with this reproach fights against a dangerous thought and guides human to whatever the divine apostles have brought to him to save human society and himself from destruction. [9]
